IFC Watchdog Calls on Agency to Revamp How it Treats Climate Emissions - Climate Failures Uncovered


October 30, 2024 - IFC has made climate a central part of its mission, but the way that it measures and manages greenhouse gas emissions in its investments could use work, according to the new report.

BCA Requests IFC Implement Its CAO's Determinations of IFC’s Climate Change Policy Requirements

January 17, 2025 – Today, BCA submitted a letter on behalf of 28 organizations requesting IFC to Implement Its Independent Accountability Mechanism's (CAO's) determinations of IFC’s climate change policy requirements. The CAO Opinion (1) confirms BCA's interpretations of IFC’s obligations under its own board adopted policies in regards to GHG emissions quantification, alternatives analysis, and mitigation for each IFC investment prior to its financing decision, (2) establishes IFC is failing to adhere to these requirements, and (3) substantiates Bank Climate Advocates’ (BCA’s) findings demonstrating IFC’s systematic non-compliance with these policies across 350 IFC direct investments and IFC’s entire portfolio from 2012 to the present.

BCA Requests MIGA Adhere to its Board Adopted Climate Change Policies Prior to Guarantee Decisions

February 14, 2025 - BCA has submitted a Request asking MIGA to adhere to its climate change policies and to strengthen them  on behalf of 19 organizations. The Request (1) documents MIGA's systematic failures to adhere to its board adopted policies applicable to climate change across 60 direct, financial intermediary, and trade finance investments; (2) asks MIGA to adhere to its accountability mechanism's interpretation of MIGA's board adopted policy requirements applicable to climate change and MIGA's additional policy requirements; and (3) to improve its climate change policies and their implementation to come into alignment with MIGA's and its shareholders' obligations under international law.

International Finance Corporation (IFC) Campaign

IFC is the arm of the World Bank that provides financing to the private sector in the Global South. BCA is working to align IFC's policies and practices with its and its member states' climate change due diligence and harm prevention obligations under international law through legal advocacy, education, and strategies.  Achieving this would result in IFC: (1) aligning each of its investments with the Paris Agreement’s 1.5°C warming limitation objective, (2) avoiding greenhouse gas (GHG) emissions from each investment as far as feasible, and (3) expediting the shift of its financial flows to fair, just, and sustainable renewable energy infrastructure. ADB is a multilateral development bank that funds and mobilizes hundreds of billions of dollars for projects in the Asia region. The GHG emissions from the projects ADB funds and enables  are consequential on their own, and other financial institutions follow ADB’s lead on its climate policies, practices in policy implementation, and financing decisions. BCA is thus working on multiple fronts to align ADB's Energy Policy, Environmental and Social Framework, and Paris Agreement Methodologies with ADB's and its Member States' climate change obligations under international law. European Bank For Reconstruction and Development (EBRD) Campaign

EBRD is a multilateral development bank headquartered in London that funds projects in Europe and Asia. In 2023, EBRD financed 464 individual projects and its total investment commitments reached a record €13.1 billion in loans, grants, equity investments, guarantees, and technical assistance. 2025 is a critical year to secure alignment of EBRD’s financial flows with the 1.5°C global warming limitation objective. This is because EBRD is updating its 2026 - 2030 Green Transition Climate Approach, which includes its Paris Agreement Alignment Methodology. As such, BCA is applying our legal expertise and insights gained from our extensive analysis of IFC’s policies in our efforts to improve EBRD climate change policies. European Bank For Reconstruction and Development (EBRD) Campaign

MIGA, an arm of the World Bank Group (WBG), provides risk insurance in the form of “guarantees” to lenders and investors against potential losses caused by risks in Global South countries where their investment is located. Absent this de-risking insurance, private sector investors will most likely avoid financing renewable energy and most fossil fuel projects in these regions. Without the reform BCA strives to achieve in MIGA's climate change policies and practices, MIGA will not align its guarantees with the 1.5°C warming limitation objective, and will continue to enable fossil fuel projects instead of feasible renewable energy infrastructure.
